This is a stupid question, but I just obtained a new computer and theres a sticker on it that reads "AMD Turion 64 X2 Mobile Technology" so does that mean I can install a 64 bit operating system, and if I can should I?

Yes and yes. The only issue you may have is with some peripheral drivers (like old camera's etc), but x64 OS' support more than 4GB of Memory (which is System RAM + Graphics VRAM) and give the hardware the best chance of performing optimally. That's not to say x86 would be bad, but it is just better to have an x64 OS on x64 hardware.
