Okay so this is a very crude example of what I want to do but it show what I mean.

Is there anyway to set it up so that only the part of the red bar inside the circle shows up. I want to keep the red bar intact, but just show the part inside, and have the parts outside the circle unseeable.

You want to look into masking. Basically what you do in flash is add another layer above the layer(s) with the content you want to 'block'. You right click that top layer, select mask and you're ready to go. You can draw a certain area in the mask layer and only the parts of the lower layers that are covered by the area in the mask layer will be visible.

Use a mask, I think that's what you want.
