It's neither a good or bad thing. If there is an emergency, you can be reached directly. Although, they are generally disruptive and used for purposes other than that during the middle of class.
I don't think it matters much though.

i agree. if they are just goin to use their cellphones in school, they should just go home. they're wasting their time using those cellphones. but on the other hand, it's still useful because you can be contacted in any situation.
