so i'm wondering, is it possible to make an MIDI rip using songs off a CD i own, in order to change the sounds of the instrument, or would i need to know the notes and remix it with a VST?
this is not for a NG submission, this is something i'll be doing on my own time.

Unless you have the individual tracks of which your MIDI channels would be made, no, it isn't possible to make a MIDI from a full audio file.

is there a place where i can download the individual sounds? and if i already own the song i'm downloading sounds from, would that make it legal? just making sure, because i really don't want a legal issue here.

It actually is moderately possible, but not 100% accurate:

These programs try to pull out midi data from an mp3 file. if you are willing to sort through fuzzy notes, you can get what you are looking for. and if the song is acoustic, its most likely not at one tempo. nonetheless they can help you in a bind

It's only legal if they allow it. If you can find seperate audio stems, they are most likely remix kits and have a terms of use with them. Usually non-commercial.
