RICHMOND, Calif. -- Police believe as many as a dozen people watched a 15-year-old girl get beaten and gang-raped outside her high school homecoming dance without reporting it. This is true. But I would call the cops anyways. So the cops have a fighting chance at getting these guys. And the people would not get arrested if the pulled the rapist off the girl and took him down tell cops arrived. There were many things that could have been done that weren't.
