Activision publish the Call of Duty series. Infinity Ward and Treyarch develop the games. I believe that Activision own the rights to the Call of Duty brand, so they have a lot of control over how the game turns out.
This is something that just annoys me. Modern Warfare 2 is a hyped game, but it's overhyped. By the time it's released, everyone will likely know the story. I try to pass by any of the stuff about it, as it in the long run, knowing everything about the game will make it a less fun experience. There have been a lot of new features added to Modern Warfare 2, such as Akimbo (dual wielding pistols), and to be honest, I think none of them are going to add to the game. I'd rather have a couple of extra guns to unlock online, or an extra few missions to play, than the ability to wave two Desert Eagles around. The same applies to Third Person Mode. If I want Third Person, I can easily play Gears of War. Call of Duty has always been an FPS, and IMO, it should be kept that way.
