I was about to make a thread for this.
And no, it's not permanently redesigned that way, it's just to commemerate the shutting down of Geocities. Also, it's pretty hard to take the comics seriously with the background.

Unless you had a Geocities website and was apart of that phenomena then you will not understand. For a lot of people, Geocities was there first website...

Likely the creator(s) used Geocities themselves back when they started on the internet so they wanted to pay tribute in their own humorous way. It is quite funny, yes a bit of a eyesore but does it really matter? Everything will be normal soon.
