I'm pretty sure that last point you made explains why users can't rate unscouted art, or at that's not been sent over to the portal itself, because they may be "random garbage". It's not saying that all unscouted or un-portal'd art is "bad", but that rating it isn't important. Even with that in mind, people will enjoy putting their sketches up for people to see and comment on. For submissions up for scoring in the portal itself, rating is as simple as it is in the Flash and audio sections of Newgrounds. If you believe a user's work should be rateable if they're not scouted, you can do your bit and recommend them. In that way, the system, despite all its criticisms over the past few months, doesn't work too badly at all.
You might be interested in this thread if you've not already checked it out. I'd advise you to read it through relatively thoroughly first if you feel like chipping in, but it seems that the art mods are looking through it quite frequently, so if you have any suggestions or queries, I think youd be better off directing them there.
I'm not all up-to-date on the art portal, so I might be talking nonsense. I've just looked up the rules and concluded this myself!
