It corresponds to the only part of the entirety of the page that allows user-input via text, aka: the search field. If I had to guess, I would say it was related to Google's minimalist approach to page layout. I'd even posit that leaving that character there to mark the spot was somehow more efficient than another way, but that isn't rooted in any sort of extensive knowledge of web design so I could be wrong.
