Maximum potential is based on hardware, but an operating system can do a lot to make a computer slower to the end user, even just in its scheduling of the CPU. That said, the only and biggest weakness that I know of for Windows in that department is the way files are stored on the disk. Their method leads to fragmentation, which means that you are more likely to miss the block you need when the CPU goes to main memory to look for information, which means waiting longer and longer on your hard drive to retrieve the information.
