what is raw material in the download section what does it do exactly when you download it???

Like the descriptions say, it are just NG logo's in several file types. You can download them just for fun or if you need them for a flash animation or whatever.

It's just an image of all the parts that make up the Newgrounds design, so if you were making a flash and wanted to use a button that matched the style of newgrounds you could download the raw materials and cut out the button.
