It is a rule that you cannot start flash collabs at the flash forum without a BA of 3.5 or something. but what about the audio and the art forum?

Is there any rule about starting contests in general?

I dunno about any of the other forums, but Art 'contests' with prizes like money, merchandise, store credit, etc (as opposed to just bragging rights) require mod approval.
