I believe so, if it has been drastically changed and you aren't doing it over and over on purpose or anything.

There is a function to update an SWF file already on the site but from what Ive seen most people usually get away with it.

ok, cuz my computer messed up and i lost 3/4 a movie i made so i'm adding that 3/4 i lost and then resubmiting it
