Latest thoughts and recommendations:
I was too quick to whip out the 24-bit PNGs.. The graphics guidelines could look more like this:
1) Distant, solid background pieces should be JPG for file size, but GIF is alright.
2) Parallax layers of background should be transparent GIF, unless they absolutely need to be 24-bit PNG, ie clouds and objects with alpha elements.
3) Player and enemies could be transparent gif or 24 bit PNG. PNGs will increase the file size a lot and may perform slightly below transparent gifs, but they can also look a lot nicer with smooth edges.
4) Bullets and explosions will likely be 24 bit PNGs, with fun glow effects built into the art.
The in-Flash filters for glows and blurs should never be used because they hurt performance... Glows should be integrated into the art whenever possible, and blurs could be done with actionscripted filter effects if necessary.
I agree that my idea about a different programmer for each level would be stupid. In reality this probably is a job for one programmer, where other programmers could help with solutions for specific tasks, such as funcitons that perform fancy mathematical patterns if necessary... But they would really be more of a "special thanks" role in the project.
ALSO... I would like for NG to sponsor this game! If you guys are up for that, we should get a rough outline for how the sponsorship money would get split, as well as ongoing Flash-Ads and revshare revenue. The parties involved would most likely be one core programmer, one to several musicians, potentially a SFX guy if you go that route, and a bunch of artists, some (many?) who might not make the cut for long-term revenue sharing (trying to be realistic), while the main contributors would be the beneficiaries.
Involving a sponsorship could ensure getting a top-talent programmer involved. Otherwise I think it would be hard to find someone willing to put in serious hours, when they could be getting sponsored for doing something else. Whoever it ends up being, it would be preferred if they have already made some cool shooters here on NG, so this would be an evolution of their talent and not a first time outing.
Again, these are all just suggestions. :)

Just a thought, and even though I'm not really in the collab, I think it would be a good idea to have it as a charitable game. Say, part of the proceeds go to the Breast Cancer Foundation, or the Men's Prostate Cancer Foundation, etc...
Anyway, just a thought. I'll stop mucking about in your businesses and come back if I can actually contribute.

Great minds think alike, aye?
Anyway, regarding the multiple programmer talk (hell, we're lucky if we even find one).....remember the Four Second collabs that jmtb02 oranized a few years ago? In those cases He released a core engine that would contatin the smaller engines of all the minigames. I'm not saying that we should actually have multiple programmers, but it would be possible to create a system which allows smaller engines to exist within. Maybe use it to create minigames or boss character AI?

Bumblebee/insect level
Fish/underwater/dolphin level
Circuitboard/computer virus level
Space shooter level
Steampunk level
Hell level
Medieval/fantasy level
Flash portal/Newgrounds level
Surreal level
Prehistoric level
Feudal japan level
Cell/inside the human body level? - Think magic school bus on crack.
Underground Cave level - bats, stalactites and such.
Sewer level - alligators, mutants, rats.
Inverse level? Colors and controls reversed, some freaky ghoulies and stuff.
Fast food level - evil cheeseburgers and pizza!
Ice land level - eskimos, coca cola bears, and jumping Orca whales.
This is really shaping up! I like a lot of the ideas for levels so far, it's gonna be hard to pick just a few. Is the number of levels going to relate to how many people we have to split up between teams? Or is it going to be a definite number of levels and the teams will just have more people?

Think that should be expanded into a more broad Cyberpunk theme? It's not like it would hurt anything.
Steampunk level
Did some enemy concept sketches on this.
I have nothing to say that is at all relevant.
Do any of you guys think there could be a lot of bosses, so like, lots of sub/mini-bosses in each level?
Bosses are always the best part.
Kay, I want to work on a toyland type place with some Tim Burton/Jhonen Vasquez type of art.
We neeed to start organizing groups and if Tom is gonna make the code we need that so we can find a mini programmer for each stage.
I think if everyone states what kind of level they wanna work on then we could start doing stuff.
Just an idea.
Who is the hunter?
It looks like this things got alot of support already, but if you need any moar artists, then I would love to jump aboard and offer up sum of my time to make artz for it.

Hope not.
Bosses are like the desserts you get at the end of a meal.
Something to look forward to, rather than a sugary meal overload that will make you sick.
Plus it pays to be imaginative with bosses.
... another thing, that Kid A bear is more a minion than a boss, since it's not really interesting enough to put on a pedestal, sorry.
I am right in thinking this is flying shooter? Since there's some designs with wheels and legs which would be ground based.
I would just like to lead a group for the game: Realistic!
With realistic group the whole group is devoted to make levels that have a basic storyline for each level, like more of campaign sort of feel to it instead of arcade based. Basically more like a side scrolling version of Metal Gear solid in terms with amount of story. Basically while staying true to a side scrolling shooter this group will try to veer arcade games as much as possible like: http://www.newgrounds.com/portal/view/49 0036

I think there's been talk about it switching back and forth through the levels, so I'm not sure.
I'd love to see some levels be like lords of thunder and be more intense.

Or perhaps a postapocalyptic level?

Okay, I think we have enough potential themes. I set up a poll (I hope it works out). Vote Here! You can vote only for one theme, so choose carefully what you would most like to see.
VOTING ENDS ON WEDNESDAY, OCTOBER 28 AT 11:59 PM. NEWGROUNDS TIME!!
The top 6 themes are what will be included in the game.
DO NOT SUGGEST ANY MORE THEMES!
Sci-Fi has offered to make original music for the game! So go listen to his stuff, it's very cool. =]
This sig is 100% effective protection from all hexes, curses, evil spirits and bad karma. Guaranteed.

Whatever, BMK, just tack on my vote at the end.
I vote for Feudal Japan Level
I really wanna see some ninjas and samurai
Err, anybody might explain what the space shooter level theme is about? It *is* still just flying around in space, right?
I don't want to vote for it and then discover that it's something much different

That would be a traditional space shooter level, spaceships and alien craft set in outerspace.

Curses, is anyone else not able to vote? We can do a thread if other people are having problems.
I try to set up an efficient solution and what do I get? Slapped in the face, that's what! >=[

I voted steampunk.
