I think the main question is, why would they assume the kid is inside it? These is a big difference from a UFO shaped balloon to the attic. They knew where their child was, and they knew that balloon while being able to fly empty, it'd never have carried a child for that long and that far. It was far fetched enough.
I also think this is odd. I think you'd be able to tell if a balloon you made could hold a certain amount of weight or not. And considering the base was made out of cardboard, it would be very unstable. Was there another part to it?
Investigators looked through the house multiple times. I wonder why they never checked the garage attic.
Another way to look at it is that your older brother asked you to hide and not to come out until he told you, because he wanted to play a joke on dad. Which was something that was said on the news or somewhere. This got a ton of coverage. If your oldest son came to you telling you that his little brother got in your balloon and flew away, and you couldn't find your other son, would you believe him?
There are a large deal of factors here. If it was a hoax, and it is found that it was, absolutely, I hope the mother and father are punished.
