It's like foxes, just because an arctic fox can withstand colder temperatures than your average prairie fox, doesn't mean it's more evolved, it just means that if there's another ice age the arctic fox will be more suited to the conditions and live. Maybe it's just because 100 000 year ago more or less ( Last glaciation i think) they lived in a harsh environment (exemple: Currently, only the east coast of china is heavely populated. All the rest of the country to the west is only mountain or infertile plain...) so we could say it's evolution but only of a little bit. Like we canadian we live in damm super cold winter since 1500 AD we developed quite a good resistance to cold temperature and resistance. Everything evolve, all time of all year.

It's been hypothesized that over time, organisms will become less and less diverse and different. The reason: since the strongest survive and go on to reproduce (and the weaker and lesser die without procreating). Amazingly, when you go to say China for instance, all white people look alike to Asians. True story, my high school history teacher went to Hong Kong during the handover to China and they're tour guide was very explicit that they stay within the group because all white people look alike to him and the others running the tour so they will not be able to tell if someone is missing.

the most recent genetic drift was to europe
