to make a flash game like house of the dead like the arcade game where the game guides you and if the boss is chasing you can the background move as if its like a chasing background scence.If so what tutorial should i refer to?

Yes, but it would be faked. Essentially the background would be a movie clip that makes it APPEAR to be your character running. You know what I mean?

Not sure about tutorials, you'd probably just need a light gun game one, and when the background needed to move, just swap out the Background Movie Clip with Actionscript.
