I dont think i have any drawing talent, but i always wanted to make graphics to games and such (exacly as in this portal, what a coincidence). Would you kindly give me so advices (including what programs should I use etc.). Thank you much.

what do you mean by "art" are you referring to the art portal or the flash portal? Many people use programs like Photoshop and GIMP for art, or you can paint something with traditional means (paints and canvas) and upload a picture of it. (However, straight photography isn't allowed)
if you mean the animations and games, that program is called Flash. Both are from the company Adobe. You can download 30 day free trials

Yeah, I highly recommend GIMP. It's a fantastic program, some very fun tools, only thing that's a little trouble is bending lines, but if you have a tablet, you're pretty much all set to go with GIMP.
