I do it all the time. It's just automatic, it's something I just... "do". What's the big fucking deal?

They use it to emphasis what they are saying, usually italians do it, i find myself doing it sometimes, not very often though.

Body language helps get emotion across to the person you're talking to, it's the same with facial expressions.

Reaction, trying to help put their point across. Charlie Pickering is the worst person for it on television, he annoys me with his twiddling fingers when he talks.

Sometimes it helps to explain things further, or emphasize the emotion of the person.

People talk more with their body than their mouth.

It also enhances rhetoric, you can get your message across better with proper hand movements and gestures it allows one to be read more clearly.
