is there a list somewhere on NG that contains all of the games that have achievements?

Not all of them are on that list yet. The best way to do it is this:
Go to this guys account:
http://wylo.newgrounds.com/
And check what games he has medals for, then you can try and get all of them.

Yes, they are. Any submission that's got approved medals is automatically on that list.

What about the games that like Hover Bot Arena 2 and Fear Unlimited Issue2? They don't have medals on the game page, but they register and show up on the profile pages.

those are games where the medals have been revoked because the authors refuse to fix them. I'm sure there are other games that need to be pulled as well, but we've got bigger fish to fry at the moment

Why haven't you updated the Shift 4 medals?
