So would something like Watchmen qualify?
Not for any of the genres that GumonShoe already talked about. But basically, I want you to picture the world if something other than electricity became the most popular form of power for the world. Now picture it in a slightly unreal, fictional fashion the way you would for fantasy.
The most popular Steampunk story, is, more often than not in the way it's told, the story of Atlantis. Generally it's portrayed as having mastered all the facets of it's time- Steam power, and otherwise looking dated, yet advanced far ahead of any other city or place in it's time.
Let me put it this way:
Nausicaä of the Valley of the Wind
Atlantis
The League of Extraordinary Gentleman
Steamboy
Wild Wild West
Bioshock
Popular Examples, all of which were pretty successful (other than Wild Wild West which sucked, but it still has all the facets of Steampunk so cut it a break).
Basically, it usually comes of as more story oriented, and in fiction and writing it usually tries to get you to immerse yourself in the world as well as the story, adding more depth.
All in all, it usually comes off as a dark fantasy (and will most likely do moreso in the horror genre), but at the same time it often has alot of intelligent ideas and concepts which can easily fit into mystery, horror, comedy (in specific, black comedy or satire usually) or other fantasy.
