Should I do the line art for my flash and fill in the colors later? Or do it all simultaneously?

Do what ever you think is best. Honestly, I draw out what is needed then I apply coloring. If I am doing a frame by frame movie, then you would have to repeat the process over and over again. I would look here at the flash tutorials to understand the basics of creating a flash.
