Three to four minutes in less than a month for $300? That's gonna be a real feat for an animator, and I'd be surprised if you get anyone with significant talent, but if you do, congrats and good luck! (My recommendation is raise the pay basically if you can)

I actually had applicants who were willing to do this for $100 in a two week timeframe. Unfortunately, the quality really sucked.
