Hookah. Legal to sell and own for novelty purposes only (in Canada, anyways), as long as it doesn't come with a grille on top.

Hookahs are legal. Using them to smoke tobacco is legal. Using them to smoke MJ, however, is not. :O Shocker.

Its a hookah, commonly used for tabacco, usually in Hookah bars, they have flavored tabacco and stuff...
BUT: some people use them to smoke pot, thats the illegal part, the item itself isn't illegal, but what you smoke out of it is what determines the legality. Depending on State law and stuff,

It's a hookah. It's gay. It isn't illegal, you can smoke sheesha, tobacco, and salvia out of it. It is simply paraphenelia, which can be bought legally at a store, at the age 18 and older (here). Not illegal.
