They go anywhere between 35-40 mph and get 80-100 mpg. Of course all of that is dependent on how much weight is on it, the surface you're riding on etc. You can always modify it to get them going faster.
If you're looking for a "scooter" then I'm going by what most places consider the legal definition of a scooter in that it's less than 50cc. As soon as you get higher than you typically qualify as a motorcycle and then have to get a motorcycle endorsement, register as a motorcycle, and pay motorcycle insurance. Unless you get some cheap Korean brand you typically won't find any scooter bigger than 50cc for less than $2000.
