Why must he be light skinned? I think you're generalizing racists. Irony.
Now, picture this scenario:
A blue-skinned American man who doesn't like African-Americans decides to take a walk. As he's walking, he passes by an African-American man, who is also blue-skinned. Unable to tell that the man he just passed is African-American, the American continues his walk, without having any racist thoughts whatsoever.
There are other ways of determining what race he *was* of before his skin turned blue. For this example, if the person used to be black and his facial features had not changed then the racist (he is still a racist, as different races still exist even though we are all of one colour) could see an unusually wide nose, wide jaw, big forehead, short hair/dreads/any black hair style or even how he dressed. Assuming this walk took place in a bad neighbourhood the black male would likely be dressed as if he were a "gangsta".
This is a VERY interesting subject, I must say. What would become of subcultures? White Pride couldn't exist anymore, nor black panthers etc. but there would still be religion therefore there would still be conflict (fun fact: before the 1980's, the term "jihad" meant war or war against oneself. But Americans had installed propaganda into the muslim public to change the word to "war against non-muslims" to increase the intensity of the war Russia was having with Afghanistan because at the time America wasn't so keen on Russia. Kinda bit them in the ass didn't it?). Anyways, back to subcultures. People would start wearing their clothes according to how they feel comftorbly in, in stead of how the rest of their kin wears it (I'm looking at you black gangsters and white skaters). Then again there would still be music subcultures I suppose.
Come to think of it I don't think everyone having blue skin would completely thwart anything. It would certainly tone down things like racism and race culture but there are still ways that the dedicated would find to discriminate against people and there will still be ways for the dedicated of the opposing side to fit the stereotype that they are being discriminated against for.
Deffinitely one of the best threads I've seen all month, though.
