No one will want to merge. For the big reason that it'd consolidate too much power. Better to just work together and shit on everybody you don't like behind the scenes then consolidate offices and basically only have one chief. That's what I see the governmental perspective (and this by governmental I mean ALL govenments who'd be involved) on this.
Europe is kind of merging right now. I mean, we're getting a unified coinage, a unified constitution that overrules the countries own constitution, a unified defense, a unified wall against immigrants (basically removing the right of asylum), and it's already been talk about a EU president.
This despite whatever the citizens of the individual countries think. Here in Sweden the majority was against having our constitution changed by EU, but the politicians didn't seem to care about that, so now we're screwed in that respect. When we voted no to Euro, the politicians said "Oh, well, we'll just make a new vote in a couple of years and continue to do so until you vote yes".
