By default Flash compresses audio a lot on export, you can change these settings in File > Publish Settings.

well, Ive pretty much done everything i can do with the publish settings to make the sound crystal clear. the quality is perfect... but it crackles. does this have anything to do with the type of audio file?

I doubt it, how does it sound if you preview it in Flash (through the library)?
It seems like something must happen at export. Can you send one of these sounds to me so I can try some stuff on it?

Quite odd, seems like it happened for every single setting, and that despite it being in one of the few sample rates Flash likes... Converting it to a .mp3 did however help, sorry if I mislead you :)
