particular animating help

yo, im trying to animate an arrow from an extreme angle, i need to make it look as if its flying forward. any help?

just have whatever you want it to hit behind somekind of flat horizon
make the flat horizon thing look like its whizzing below quickly with some lines and maybe a blur filter then have the thing of the horizon slowly coming up from behind and make the arrow shake a bit and add a strong blur like 20 x , 0 y.

Thats how id do it any way oh and make the red part a bit smaller i mean i know your trying to add perspective but sheesh :P
