A contest seems appropriate enough. How about whoever makes the best original picture or sig that is GI Joe themed gets the poster? You could even expand it to include flash or audio, but that might be going a bit overboard.

A contest, where the users who want it submit something to show who wants it the most. As long as its linked to in the contest thread it works. And, there are no restrictions. So, users could make up a song, a dance, a skit, make some sort of picture, web comic, photoshop, writing piece, flash, or something else entirely. Have it be completely open. The person that wows you the most wins the thing.
