I've noticed than a lot of new users go into the forums as soon as they sign up and make their 4 threads within an hour or so, and they usually end up getting locked/deleted because they're incompetent and don't seem to know how to post correctly.
Before someone's allowed to use the forums after signing up, they should need to take some sort of test about the rules and stay banned until they seem to have some idea of how to post.

That would be a Dick Move and you know it. Making people go through whole tests just to see if they can do a thread? Let them learn with time, or at least make the "Read This Before Posting" named "Rules" and make the icon bigger.

It's called tough love. They make shitty posts/topics and they get locked/deleted and flamed by other users. They either flee at that point because they're total morons, continue trolling, or gradually get better. It's the way its always been.

They're both in plain sight.
In fact, when you first sign up you have to check a box asking if you've read the rules. It's extremely easy to click the checkbox without reading any of it.

I'm not talking about making the mods unban them. If there was some variable saying they could post or not that would only be changed to let them post if they showed they understood the rules.

I feel like your idea would hurt NG more than help it, since most of the new sign-ups are spur of the moment decisions anyway. New users who are attracted by the BBS are likely people who want to reply to a topic or want to make a new thread of their own, so they create an account on the spot.

If there was a waiting period, or some long process to go through to sign up, I feel like most people would just say, "screw it" and abandon the prospect of posting on the BBS, likely abandoning Newgrounds as a whole as well.

As long as the mod is descriptive in the 'Reason for Ban' portion of the new user's ban, the user should get the hint pretty quickly.

I think the better idea is to immediately link the new users to the forum rules when they click the 'Forums' button for the first time. This will save a lot of idiotic 'HI I'M NEW' posts, and so on.

Maybe they could limit peoples' posts based on a variable, like Experience Points or something. Experience might be a crappy thing to judge, but still... There should be a post limit per day for new users.
