They should be, unfortunately they cannot because Microsoft subsidized the cost of making them, at the same time forcing the developers to not port them to the Polystation.

because my cousin got me the PS3 version and when i heard the DLC was 360 exclusive i wasnt happy.
still a decent game, but the ballad of gay tony looks EPIC.

You know, they are releasing a disc based version called "Episodes of Liberty City" on the 360 including "The Lost and Damned" and "The Ballad of Gay Tony". I really thought that the topic starter was asking if anyone thought that the disc should be on both platforms...

I don't. Microsoft dished out an estimated 50 million dollars for the two exclusive episodes, they should get what they paid for. It sucks for the PS3 owners who have the game and can't play it but tough luck I guess, exclusive DLC always fucks over at least one platform. GTAIV isn't that great of a game anyway so I wouldn't be too bummed.
