I've seen in done before, like this guy wrote some stuff down in notepad and then it started moving and turning into an animation game. Since I'm too poor for flash can I like make a game in notepad and then submit it as a .txt file?

You can try, nothing's preventing you from trying.

You'll want to read up on the basics of Actionscript before you make sure. Tell ms, is there anything in the Actionscript wiki that tells you how to create Flash using Notepad?

What dude no! you can write the classes or actionscript but not a whole game notepad can not compile a .swf file

and flash player cannot play a .txt file

there are a few free IDEs that may be helpful.
whatever you use to write down the code (you need something that can create textfiles, just save them as ".as" files), be sure to get the compiler, otherwise, it'll be hard to create swfs.
It's included in the flex sdk, that is freely available, too.

You cannot submit .txt files, nor .as files to the portal :P But you do not need Flash to create a flash file, nor Flex IDE. All you need is a compiler, which is freely avaiable with the Flex SDK. You can then, if you like use notepad, but you might prefer to use something like FlashDevelop (which is free) instead, which is a light weight IDE you can link to the Flex SDK compiler (Not sure if it's packaged)

Notepad is a text editor, you can only write the code with it. But yes, there are freely available programs for compiling the code into a game.
