I think the answer is obvious. I can't belive any of you people argue about this. Looking at the heirachy of the NG structure it works, or at least I would assume it works, a little like this. We say a bunch of gobbledegook, someone throws out the word nig*er ( a country in Africa) with a smattering of f*ck you and it turns into some retarded argument. So , a mod gets a red flag, or maybe a white, or a green one, depending on how they feel about banning people. (red= theres a problem. White=oh no they just gave up, let me ban you. Green=YES, I LOVE TO BAN PEOPLE!) and voila! you are banned for misconduct. Misconduct is the key word here.
\ Now, following this theory, I'll bet a Mod can only be banned by someone in a higher position than a mod. Well, that only leaves the NG Staff. The Evil gods of newgrounds that come down from teror mountain to take your precious ad revenue and get drunk with mad, wild, lustful orgies provided by dominoes pizza. Thats besides the point, they live better than you, but who doesn't?
But what I am saying is it probably runs on a system of permissions. The peons, you and me, are controlled by the nobles. The nobles, the mods and whoever reads over the mods shoulder, are kept in check by the Ruling class. The ruling class, the before mentioned evil gods, are kept in check by a careful system of checks and balances known as "facism" and one day will rule the world. But for now, they will probably punish me for talking stupid again. or rather a mod will, who is appointed by the gods, and therefore is vicariously dealing with me too.
