Folks, I'm writing this from southeastern China. Yeah.
Not so long ago, I got pretty sick and tired of dealing with half the stuff getting blocked out, especially in June and July, and I figured enough was enough. And I subscribed to a virtual private network (VPN). Big businesses use these to make sure their sensitive data abroad isn't spied on by competitors or thieves away from the office.

And that means... my current Hosting Gum'mint can't see it (and block it out) either.

The one thing is... it's slowing down the downloading process because it takes time to relay.

I've been able to see flashes at other sites that aren't blocked out here. And I can check the games there at the original sites (Armor Games, Max Games, Super Flash Bros., etc.) that load considerably quicker.

My question: is it kosher or good form to rate/review a vid or game that I'd seen off-site? Or should I check it strictly in Newgrounds to maintain my NG cred?

I guess it's kosher to review something elsewhere as long as the submitter here doesn't say anything about NG-specific content...

Votes are fair game I think, since you're just rating the work.

I'd say the latter. If you've not watched it, how do you know the upload to NG is the same as the ones on other flash sites. For all you know there could be a tweak or other minor difference between the NG version and the version you saw. And it only takes a small change to make a big difference to anyone's opinion of a game (and the content of the prospective review as a result).

In short, you can never be 100% sure that two games are identical unless you've played both, so treating one as the other without seeing both of them seems a bit silly to me.

Fuck credibility, do it and don't tell anyone.

I seriously don't see a problem with it at all. I'd probably be doing it aswell if I was in your situation.
