Yes, the character can be lead astray out of his work enviroment. But make sure the majority is of him/her at the work environment or the main focus is about the work enviroment.

filters and pitch shifters are not allowed but what about reverb? like if you were emphasizing that the specific part of the dialogue was a thought?

you may speak any language you like. however if the judges fail to understand the language the whole interpretation of the project you work on can be misread and misunderstood, cuasing confusion and mishap in the magical world of mentals....

HOWEVER....;using short comedy terminology that conforms to a stereotype of the said country is a good way of winning points. we can relate to "ay curamba" because bart says it as well as the mexihexicans.
also accents of course are allowed. other wise all characters would sound the same just pitched differently.
and i hope your not one of those "oh i just may have a go" people. coz they fail at keeping there word.
