I was wondering if you need to use a primer before spraying chrome spray paint on a xbox controller. And then I was wondering if i need to use a clear coat after its on.

I wouldn't worry about it. As long as it's not interior you're fine.

I would go with a primer before going with your desired colors because you never know if it's a different kind of white.

They sell black and white spray paint primer, is that what you mean? It can't hurt to use that, no, but I really don't think spraypainting something like an Xbox controller, it would be really hard to get a neat coat on there using something like spraypaint, unless you want a totally chrome controller...

No no Adhesion Promoter is a primer and its clear has no color its meant for paint to adhere to plastic. Then clear coating is a protective layer that makes it so paint come off.

Before you spray, make sure to use sandpaper on the control to make the paint stay better.

Use a fine grit and you should be fine.
