If you're using Vista,
Right click on the desktop and go to personalize, select icon properties on the left and put the recycle bin on the desktop.

Go to your desktop properties and there should be a list of icons you do or don't want on it. Put recycling bin back.

you can do it on vista, I spend loads of time trying to get it back, you can find it somewhere in system preferences (its called different in windows right?) or just type into google "how to get my f*cking recycle bin back in vista"
