That way, it eliminates mass spammers, I mean if they have to wait just 5 days, it may deter them from constantly spamming the Flash portal, I mean whats probably better is a two week period, that way, if someone joins NG, and decides to instanly make a Flash, they can't help but spend as much time on it as possible.
Even to be easier, make them have to simply hit level 3...

yeah but say an author made like 3-4 submissions, and wanted to submit them all at once. they would have to wait, and trust me, they will get pissed or go a little crazy wondering what rating will this get.

A waiting period actually sounds like a good idea, but for deterring spammers, it wouldn't work. You say that people won't want to wait, but you'd be surprised.
The level thing might work, but the level would have to be higher then three.

but like the other guy was saying, too high eliminates everything by everyone, I think 5 day period WOULD deter spammers, because its honestly more than you think for a real spammer, who has NO life.
