What's the connection between epilepsy and getting tasered in the head?
A seizure is basically an electrical storm in your brain (since neurons and synapses firing is electrical activity). In a seizure, uncontrolled electrical activity starts in one side of the of the brain and spreads to the other. As you can imagine, direct electrical stimulation to an epileptic brain would be a lot like throwing petroleum onto a lit oven.
As for the parents citing epilepsy as another reason to bitch about how the cop tased the girl, that's just stupid. He's not clairvoyant, he didn't know that shit.
I think this whole matter is less a matter of police brutality or a hormonal, bitchy "getting what she deserves," and more a matter of how tasers have potential for inaccuracy and unintended consequences, and should be revised.
Also, everyone asking "how can a 14 year old girl outrun a cop," here is your answer: The cop was probably in his 30s - 50s, and therefore not at his physical peak. The girl, meanwhile, is young, limber, and reaching her prime. Teens and children can run pretty fucking fast when they have to. Besides, look at her; she's pretty in shape.
