I was just thinking how much harder it would make it for spam groups to overpopulate newgrounds but I doubt it would work since that would be to easy and would most likely have been implemented by now....

Yeah but the proxy servers ruin that. So if they can create a system that would take away the ability to view the site using a proxy, then it would be a fixed system.

And don't computers share IP addresses? A user might have his IP banned when he didn't do anything.

Only if they use AOL or something similar. The only exception would be people who live in oppressive countries or people at work.
My ISP charges extra for static IPs so their are millions of people using it who can potentially share the same IP address at different times. Limiting the number of accounts per IP would hurt anyone using this provider and I'm sure their are millions more around the world also have variable IP addresses and as a result it would cause more problems than it solves.
I for one am in support of alt accounts ...

Yeah, true. I think they're useful in certain situations but only when used in moderation. Far too many people take advantage of them.
I'm against any such efforts being that I get paid double for each alt I fuck in the ass and I'm also aware of many alts of rule breaking/trouble making main accts that contribute quality stuff to the site, on the BBS, the flash portal and audio portal.
I don't know abou you, but I enjoy the freedom to make alts.

Most people where using alts to be safe from the DD. I don't know if they're still deleting accounts or not.

What's wrong with alts? Tom has an alt, Wade has an alt, Stamper has two or three (I think), I'm sure some of the mods have alts, and plenty of non-abusive, rule-following users have alts. I have, like, 8 or 9 by now, plus access to a couple of shared accounts. As long as they're not used to steal RCP or something, who cares? Alts are only dangerous when you get alliterative alliances together to spam the Portal and steal awards, or when used for ban evasion, or something like that. And thinking about the number of alts out there, that's probably a relatively rare use.
Plus, dynamic IPs. Even if I was IP banned from making new accounts, five minutes later I could have a new account anyway just by resetting my router. So what would prevent me, even given a one-account-per-IP limit, from making 10, 20 accounts anyway? Factor in Tor, you're looking at an army of sockpuppets the likes of which hasn't been seen at least since the redesign, even with a limit. A limit as you propose would be ineffective, to say the least.
I have an alt, although, I haven't used it for a few days. My alt is linked in sig, and I'm getting off to sleep for the rest of the morning.
