thats beacuse some flashes are spam flashes... these flashes have a group of people or a clan behind them voting high on them forcing them to pass... and when they have eveyone else votes low on it beacuse it shouldnt have such a high vote... these flashes are submitted to try to get the turd of the week... they are rubbish and shouldnt have gotten through... but it has always been like that... and the main block of voting users dont understand why such rubbish gets through... at the end of the day... its not doing anyone any harm so just move on...
