Magic.
No, seriously. Tell us about your setup. What model microphone is it? What software are you using to record?
What does the static sound like? Maybe you could give us a sample so we can guess at the problem, rather than shouting out random solutions.

Well, you bought a headset mic so what do you expect? Quality microphones cost way upwards of $150. You don't need perfect quality for VoIP so you're not going to get it with a headset mic.

Try these things:
1. Back away from the microphone a bit so you aren't right on top of it. Even cheap microphones can pick up static noise, like your breath.
2. Try a new audio recording program. Audacity should work well, and any others you can think of. Don't use Microsoft's pathetic excuse for a recorder. :P
Thats all i can think of for now, but see if either of those two things helps.

Static could equal something plugged into the same circuit that's producing interference, like a fan or fluorescent bulb.
It could be a problem with the sound card as well, or even the headset.
Are you able to actually record? Is the static so bad you can't even hear your voice? Is it like a light hiss? or like snow on a TV screen?

That is to say, rotate the boom until it's at your forehead or throat. If you're in a quiet environment you'll be able to amplify it if the recording is too quiet, and you'll avoid breath noise.

I had a logitech mic before, and it did the same thing. The static doesn't go away. I don't know what happened to the damn thing. Eight bucks wasted. I might have been better off connecting a pair of headphones to the mic jack and yelling into it. Because that actually works.

Anyone with a bit of common sense can know that 8 dollar headphones will suck, poster above me. The only way to get decent headphones is to pay a lot more than a hundred dollars, and even then you aren't getting the best headphones possible.
