I don't know of any programs that are free to download, however the cheapest program that I have found in Mixcraft. If you don't have a Mac, but have tried Garageband, Mixcraft is the best substitute for PCs. It costs about $60 if I remember right, and it has a nice selection of features, including looping and MIDI capabilities.
What I use it towards the more expensive side, FL Studio, though I was able to get it at a discount (thank god!). I'm not sure of the prices for FL, as there are multiple additions.

Also, look at this link for more info on free music making software.

If you're looking for notation software, you could try Finale Notepad. You have to sign up at their site I think, but its free and after that you can download the Finale Notepad program, which is a pretty basic notation software.

Also, assuming you're a beginner (I'm no expert either, so I'm not being arrogant) here is a good list of articles for beginning NG audio artists.

I think I've seen you around here before. Exactly how do you figure people will get banned from using Mixcraft?

Don't listen to him, my first few songs were made with it, and the are probably my best (for now....hopefully)

Take a look at all of the links and information you've been given and inform yourself. You should definitely use demos/trial software to see what works best for you.
