First of all, I would like to say that this is a great idea! All songs can be created with a story, and in fact, most of them are. I think that the writer should pay very close attention to the main details of the song like instrumentation, key changes, vocals (if any), and most of all the style of the song.
The instrumentation within a song is important because certain instruments can set different feelings of what is going on. Take the Harry Potter theme for example. The celesta that plays at the beginning of the theme gives the feeling of mysticism, enchantment, and mystery; which pretty much makes up the setting of Harry Potter. There are many instruments in the world, all of which can tell their own story.
Key changes can also be important because it changes the mood of a listener excessively (Depending on how high or low you go, which will determine the mood effect.) Increasing the key of a song and speeding up its pace or tempo will most likely give a feeling of increased excitement or hope. However, both of these can be decreased to give a feeling of darker evil, or sadness. All of this depends on what type of song a man creates.
The vocals and style of a song pretty much determines what kind of story you, as a writer, are about to create. The vocals can tell the story, or if there are no vocals, the style of the song can determine the setting. By style I mean genre and composition. Again, both of these are important to listen to, as all the others are.
