Nope, it's the full game. The only catch is, no tech-support.

Is anyone else having trouble downloding it? Everytime I try it says its finished after only downloading a few hundred kilobytes.

Yes I'm having the same problem.

My guess is the Bethesda servers are getting hammered.

Luckily it's now popping up on other websites, like Fileplanet, so you should be able to get a stable download elsewhere if you can't from Bethesda.
