I'm running CS4, and the only way I could get to it was by selecting (or making) a movieclip, then selecting properties, then looking under filters.

If you are using MX then you dont have the ability to blur anything. Blurring wasn't added until flash 8, If you want to blur something you are going to have to blur it oldschool, in photoshop, and import pic
