An Unusual Birthday Present

My friend came back to this city after an extended absence the other day. We talked over coffee and caught up as the following day he was to return to the city he had previously moved to.

This was all swell and everything, but then something interesting happened. He gave me a birthday present. My birthday was some time ago, but as I had not seen this person for over 7 months he was not present for it.

The present he gave me consisted of this:

A shiny see-through blue sack around thirty centimetres in length, 15 centimetres in width, filled to the brim with tiny sized Pinky bars. The bag was wrapped with around 50 metres of purple ribbon, and the ribbon was tied in a bow.

Is he, or is he not, trying to insinuate something?

I'm 167cm tall, and weigh 50kgs.

Note: To any ridiculous country that still uses the imperial system, I'm 6 foot 6 and 110 pounds.
