There isn't a 'system', people just believe different things, and they count the years starting from a significant time in their religion or nation's history.
North Koreans consider the 'beginning' to be the birth date of their former president Kim Il-Sung. It's something like the year 60 today.
Because of the influence that Christianity has had on how the world counts the years, A.D. is now known as C.E., which stands for Common Era. And B.C. is now B.C.E.; Before Common Era.
