While the de facto leader of Canada remains the Queen, who operates through the Governor General, she officially signed away her powers back in the 60s, making the Prime Minister the de jure leader of Canada.
The Governor General only signs bills passed by the House of Commons. She cannot refuse to sign or introduce her own bill because she operates on the advice of the Prime Minister. In this case, advice signifies a legal term which is binding. The GG has no right to refuse the advice.
